One Piece is filled with a bunch of powerful characters, all belonging to various organizations. Pirates grew in numbers and power after Gol D Roger’s revelation about the One Piece treasure.
Simultaneously, the Marines of the World Government grew parallelly stronger with the pirates. Of course, there came a lot of strong marines that could even give chills to some of the strongest pirates. That fact got me wondering about who the top dogs of the marine are.
After much thought and deliberation, I came up with a list of the top 8 strongest marines in the One Piece Universe. Keep in mind that the list is based on a singular opinion and may vary from person to person. Do let us know in the comments down below if you agree or disagree with the ranking.
Now, onto the list of the top 8 strongest Marines in One Piece!
8. Sengoku the Buddha
Sengoku is the former Fleet Admiral who ate Hito Hito no Mi: Model Dibutsu. His devil fruit allows him to transform into a giant golden Buddha, hence the nickname. His strength allows him to send golden shockwaves that not even the Blackbeard Pirates were able to withstand.
But Sengoku was a brilliant strategist. His brain was his true strength instead of his battle prowess. He is no longer active as a militant and has aged significantly, which has slightly dented his powers. In his prime, Sengoku would have been placed at the third or second rank with his Fleet Admiral rank alone.
7. “Green Bull” Aramaki (Ryokugyo)
Aramaki is a Marine Admiral who also goes by the name “Ryokugyo” meaning Green Bull. Being an Admiral makes Aramaki strong by default, as the World Government considers the three Admirals to be their strongest military power. He is one of the three people who have the power to exercise “Buster Call” on a certain region and remove Warlords from office.\
Doflamingo called him and Fujitora “freaks” of nature because of their strength in battle. Aramaki first made his appearance in the Reverie arc, but there is still a lot of mystery around him. The plot is yet to reveal more information about Ryokugyo, but I am sure that, he’s only going to appear stronger, given his Admiral ranking.
6. Kuzan Aokiji—Blue Pheasant
Aokiji is one of the first Admirals to make an appearance in the anime. He ate the Hie Hie no Mi Devil Fruit and gained the ability to freeze anything and anyone. His grip on his Devil Fruit powers is quite astonishing as he is even capable of freezing an impending tsunami instantly.
Aokiji resigned from the Navy when he lost his battle against Akainu. Akainu uses the powers of Magma due to his Devil Fruit, and this could perhaps be Aokiji’s only weakness in battle. He definitely deserves a spot on this list.
5. Issho Fujitora
Fujitora joined the Marines along with Ryokugyo and is considered to be equally, if not more of a “freak” in terms of battle strength. He ate Zushi Zushi no Mi, which allowed him to manipulate gravity using his sword. He is even capable of subduing an entire island with his ability.
Fujitora can even make an astroid fall onto the ground with his command over the gravitational force. That in my opinion is already freakish strength. Fujitora has no vision, his blindness is essentially caused by having seen so much evil that he has seen. There is so much that I can write about this man, but I would like to keep it short. So onto the next one!
4. Borsalino Kizaru
Kizaru is a Marine Admiral who ate Pika Pika no Mi. The Devil fruit gave Kizaru the ability to manipulate, produce and transform into light. Unlike Fujitora, he lacks complete empathy toward the enemy and is extremely prejudiced against the Naval Victory, no matter what.
Kizaru can travel at the speed of light, which by the way is brilliant when it comes to battle since the destructive power of kicks and blows at the speed of light is just unimaginable. His speed can even overpower Luffy’s Gear 2. I think only God Eneru will be able to even keep up with Kizaru’s speed.
3. Sakazuki (Previously Known as Akainu)
Sakazuki ranks even higher than an Admiral. He is the Fleet Admiral of the marines, replacing Sengoku. He has a strong sense of absolute justice, so much so that his extreme ways even prompted Aokiji to oppose his promotion. After a strong opposing battle, Aokiji was defeated and resigned from his post.
Sakazuki ate the Magu Magu no Mi which allows him to manipulate Magma, which is extremely hot and explosive. This ability is brilliant when it comes to battle because of how he can burn and melt everything and anything. His battle against Aokiji must have been a draw because their powers can cancel each other out. But since Sakazuki won, it is clear that he is a lot stronger than Aokiji.
2. Monkey D Garp
Monkey D Garp is One Piece’s main guy Luffy’s Grandfather. Despite being just a Vice Admiral, he is ranked higher than other Admirals because of his sheer strength. It was said that Garp could rival Gol D Roger when the Pirate King was still alive. Hence why he is the only character below the Admiral level to be placed on this list. Garp is often referred to as a Naval Hero.
He was offered a promotion to Admiral rank several times in his career but rejected the offer every time, much to Kong's frustration. So his rank does not do justice to his strength. I would have placed him on the top of this list but I do not have enough evidence to support such a stance yet.
1. Kong is the Strongest Marine
Kong is the strongest Marine character on this list. The Former Fleet Admiral is currently the Commander in chief of the World Government. As a Fleet Admiral, he had complete authority over the Navy. But as World Government Commander in Chief, he commands control over all the military powers like the Army, Airforce, Navy, Cipher Pols, as well as the Seven Warlords of the Sea.
The only powers above Kong are the Five Elders. Apart from what I’ve already told you, there is a mystery over Kong’s true powers. But given his rank and the numerous scars over his body, it is clear that he is a proficient combatant and deserves the number one spot on this list.

X Drake, Smoker, and Sentomaru deserve an honorary mention, for I couldn’t decide where to put them on the list, or, unfortunately, they couldn’t meet the criteria.
